This whole episode was strange in tone. It felt like a propaganda reel. The good guys are extremly good and the bad guy are evil incarnate. It made me question the whole thing, like, I had to be really naive to take this at face value, but I doubt that was the intended effect. I assume there was time contraints or something, like it was rushed out without any kind of quality assurance...

Theres no mention of devil fruits not being destroyed or burned up, plus we dont have direct confirmation of how devil fruits reincarnate, maybe they reincarnate like a day later from a normal fruot, or maybe they just appear

From what I know, devil fruits have rarity. Ultra rare ones like Mythic zoan are harder to find, we've seen smiles where normal fruits take shape of devil fruits. From that we can assume Devil fruits randomly spawn in the world, but more likely in the Grand line. If user dies the fruit respawns, we know the time is at least 2 years cause Ace's fruit respawned. it's safe to assume the fruit will also respawn if destroyed and that it definitely doesn't spawn at user's dead body. Like Mythic zoan types are rare, Time time must be so rare that most people don't even know it's existence and probably not even in the book

tbh the fruit would be op if you can travel back in time and back to the present but turns out you can only travel to the future and live through that timeline
